REGULATION

The purpose of healthcare regulation is obtaining public safety by the setting of professional standards of practice and by maintaining accountability of professionals through a code of ethics and a transparent, effective complaints procedure. 

The systemic orientation of MFTs and their extensive clinical training make them ideal candidates for status as regulated mental health professionals, able to bring a unique perspective and skill set to both private practice settings and institutional, agency and inter-professional collaborative settings.  

When operating as a provincially regulated practitioner, MFTs can gain entry to work in Provincial Health Care services and other agencies which require accountability.  Furthermore, a provincially regulated MFT can provide services through Medavie Blue Cross to clients from several federal programs such as those of the Department of Defense and the Department of Veterans Affairs. This latter achievement is a result of extensive lobbying efforts by the Canadian Registry, the precursor to CAMFT.

La profession de thérapeute conjugal et familial étant une profession du domaine de la santé mentale et des relations humaines, son encadrement a été modifié en 2012 par la Loi modifiant le Code des professions et d’autres dispositions législatives dans le domaine de la santé mentale et des relations humaines (PL 21). Cette loi, qui vise la modernisation du système professionnel québécois, a modifié le Code des professions.

Une profession à titre réservé

La profession de thérapeute conjugal et familial étant une profession à titre réservé, son champ d’exercice est décrit au Code des professions (art 37 d) ii)) comme étant l’évaluation de la dynamique des systèmes relationnels des couples et des familles, la détermination d’un plan de traitement et d’intervention ainsi que l’amélioration ou la restauration des modes de communication dans le but de favoriser de meilleures relations chez l’être humain. Le permis de thérapeute conjugal et familial est délivré par l’OTSTCFQ.

Une forme de psychothérapie

Par ailleurs, la thérapie conjugale et familiale est une forme de psychothérapie puisque le cœur de son exercice consiste en la dispensation d’un traitement psychologique dans le but d’apporter des changements significatifs à la dynamique ou à la structure relationnelle d’un couple ou d’une famille. Or, lorsque le législateur a modernisé le système professionnel en 2012, il a défini la psychothérapie et en a encadré l’exercice. (art 187.1 et suivants du Code des professions).

In the other provinces, MFTs are well qualified for membership in the emerging Colleges of Psychotherapy and of Counselling Therapy. 

In Ontario, the College of Registered Psychotherapists of Ontario provides regulated status to MFTs who are its registrants.  Any MFT providing psychotherapy in Ontario must be registered with this College, or with one of other Colleges (such as Psychology) which have been given access to the restricted act of psychotherapy.

In Alberta, MFTs will likely find a regulatory home with the Alberta College of Psychologists.

In Nova Scotia, New Brunswick, PEI and Newfoundland, MFTs can be regulated through Colleges of Counselling Therapy.  

Lobbying efforts are underway in BC and Manitoba to create Colleges of Counselling Therapy, where MFTs can be regulated.

Registration with a provincial regulator (such as one of these Colleges) is not automatic, but in our experience, a new MFT is well placed to meet the standards for entry to practice.
